- General Provisions
1.1. The rules for using the library are developed in accordance with the Law of Ukraine “On Libraries and Library Services”, “Standard Rules for Using Libraries in Ukraine” and “Regulations on the Library of a Scientific and Research Institution of the National Academy of Sciences of Ukraine”.
1.2. Based on the standard library rules, the National Academy of Sciences of Ukraine develops and approves the rules for using the library from the head of the institution, which do not contradict these rules.
1.3. The rules establish the procedure for using the library, its funds and services, determine the rights and obligations of the user and the library.
- Procedure for using the Library
2.1. Library users may be employees of the National Research University of the National Academy of Sciences of Ukraine, organizations and institutions of other ministries and departments, postgraduate students, students of higher educational institutions, citizens of Ukraine and other countries who are in Ukraine on legal grounds.
2.2. Library services are provided subject to the availability of a reader’s form.
2.3. Registration in the library is carried out on the basis of the following documents:
– employees of the institution – by an official ID card;
– employees from other institutions – by a passport and official ID card;
– postgraduate students – by a passport and a postgraduate ID card;
– students – by a passport and a student ID card;
– citizens of Ukraine – by a passport and an education document;
– foreign citizens – by passport; foreigners and stateless persons who are legally in Ukraine use library funds and catalogs on a general basis.
2.4. Every year, starting from January 1, the library conducts re-registration of readers.
2.5. Using the library is free of charge. Additional services may be paid for in accordance with the list of paid services approved by the head of the institution.
2.6. Only permanent employees of the NSU use an individual subscription. Temporary employees of the institution and other readers use the library’s documentary resources only in the reading room.
2.7. Library documents issued to users are recorded in their reading forms. It is not allowed to take materials from the library that are not recorded in these documents.
2.8. For each publication received on an individual subscription, the user signs the reader form.
2.9. The next issuance of documents for an individual subscription is possible only if the reader returns previously borrowed documents or extends the period of their use. The amount of literature borrowed by the reader cannot exceed:
– for doctors of sciences – 20 copies;
– for candidates of sciences – 15 copies;
– for postgraduate students, research assistants – 10 copies.
A single book issuance should not exceed 5 copies. Books are issued for a period of 30 days, periodicals and continuing editions – 15 days, high-demand editions – 5 days.
2.10 The number of documents that users work with in reading rooms with open access to the collection is not limited, in reading rooms with closed access to the collection – 5 copies.
2.11 Encyclopedic publications, dictionaries, reference books, rare and valuable documents, bibliographic, periodical and continuing publications, receipts of the current year, documents stored in the library in a single copy, materials received under international interlibrary loan (IMBL) and interlibrary loan (IBL) are issued for work only in the reading room.
2.12 The procedure for issuing unpublished materials (dissertations, etc.), materials of limited use is determined by the institution’s administration. Dissertations are issued to employees in the reading room with the written permission of the head of the institution. Users from other institutions can obtain these documents by submitting a letter of request of the established sample with the permission of the administration of the institution in which the library is located.
2.13 Books, magazines, electronic media, layouts and other documents can be brought into the library premises only with the permission of the librarian on duty.
2.14. When leaving the reading room, the user must return all documents received in the room to the librarian on duty.
2.15. The use of computer equipment intended for information service of users is carried out with the permission of the librarian.
- Rights of Library users
3.1. Library users have the right to receive free library services.
3.1.1. Free library services:
- obtaining information about the composition of the documentary fund using the library’s reference and bibliographic apparatus;
- consulting assistance in searching and selecting documents from the library’s funds and obtaining them for temporary use;
- obtaining documents or their copies according to the profile of the institution’s main activity through the IBA in accordance with the established procedure;
- participation in events held by the library for users.
- Obligations of users
4.1. Library users are obliged to:
– protect and not damage documents, technical equipment, furniture and premises of the library;
– return items received from the fundto the library documents within the established deadlines;
– make sure that there are no defects in the documents and technical means that the reader receives for temporary use. If they are found, immediately notify the librarian;
– replace lost or damaged library documents with equivalent ones or reimburse their market value in the amount of ten times;
– hand over or present to the library employee (to extend the term of use) all literature recorded in the library accounting documents at the time of re-registration or vacation of the user;
– promptly notify the library of changes in the place of work or study, surname, address data;
– fully settle with the library in case of dismissal from the institution or long-term business trip;
– observe silence and order in the library, do not enter the library premises in outerwear and with large bags. Smoking in the library premises is strictly prohibited.
- Rights of the Library
5.1. The NSU Library, in accordance with the current legislation of Ukraine, has the right:
– determine the amount of damage caused by library users;
– determine the terms of use of the library’s documentary funds under agreements with legal entities and individuals;
– protect databases created by the library and other intellectual property objects.
- Library Responsibilities
The NSU Library is obliged to:
– provide temporary use of its collections, create opportunities for the use of electronic information resources;
– study and satisfy the information needs of users in accordance with the institution’s activity profile;
– create comfortable conditions for readers to use the library’s document resources;
– inform users about all types of services provided by the library;
– promote the formation of information culture and library and bibliographic literacy among users;
– monitor the timely return of documents issued to users;
– allocate two hours daily for internal work;
– hold a monthly sanitary day.
